He won't let me leave the town we live in

I am going through a separation and he (the ex) will not let me leave the town we reside. Our girl is 6 and I no longer want to be in this community . he wants to share parenting because of love but also a high maintenance payment. He wants me to sign a document that I am grounds me to living here and not being able to move. Please any guidance !!
